A. 
The following minimum standards shall be required for all major, minor and marginal access streets:
(1) 
Horizontal alignment shall have:
(a) 
A minimum radius between intersections of 150 feet.
(b) 
A minimum tangent between reverse curves of 50 feet.
(c) 
A minimum radius of 10 feet at the property line at the intersection of street rights-of-way, except that intersections of any highway with a major street shall have a minimum radius of 20 feet, and those with a minor street shall have a radius of 15 feet.

(2) 
Vertical alignment.
(a) 
Vertical alignment shall have:
[1] 
A minimum grade of 0.5%.
[2] 
A maximum grade of 6% (8% on minor streets); or a maximum grade for less than 200 feet of 10%.
[3] 
A maximum grade within 100 feet of a right-of-way intersection of 3%.
(b) 
All changes in grade of more than 0.8% shall be connected by vertical curves.
(c) 
The length "L" in feet of a vertical curve shall be related to the algebraic difference in the percent of grade "A" and a constant (K=28 for minor streets and K=65 for secondary streets) according to the following formula: L=KA.
(3) 
Sight distances shall be at least:
(a) 
One thousand feet for primary highways.
(b) 
Five hundred feet for secondary highways.
(c) 
Three hundred feet for all streets.
(4) 
Right-of-way widths and dimensions for improvements shall be in accordance with Table I, Minimum Required Construction Types and Right-of-Way Widths.[1]

(5) 
Street pattern shall conform to the provisions of § 248-25, Street and highway standards, of this Chapter 248, Subdivision of Land, of the Code of the Town of Smithtown.
B. 
In regulating subdivisions, these provisions shall be considered the minimum requirements generally consistent with the public welfare, and the Planning Board, in consultation with the Town Engineer, shall modify or extend these provisions in appropriate cases as may be deemed necessary for the public good.
C. 
Standards for all highways shall be determined by the Town Engineer and the Superintendent of Highways in consultation with the appropriate authorities.
D. 
Completion of public improvements. In the event that the public improvements covered by the performance bond and cash deposit have not been constructed to the satisfaction of the Town Engineer, Town Highway Superintendent and the Traffic Engineer of the Traffic Safety Department, they shall forward, within 30 days of the inspection, a written report jointly signed by representatives of their departments to the subdivider, giving him a period of six months or less within which time he has to complete said public improvements to their satisfaction. If, upon the expiration of this period, the public improvements have still not been completed to the satisfaction of the Town Engineer, Town Highway Superintendent and the Traffic Engineer of the Traffic Safety Department or additional items are uncovered which are incomplete, a second written report will be sent to the subdivider wherein he will be given 45 days or less to complete the enumerated items. If, at the expiration of the second period, the public improvements still have not been completed to the satisfaction of the Town Engineer, Town Highway Superintendent and the Traffic Engineer of the Traffic Safety Department as stated aforesaid, then the Town Board may declare the performance bond and cash deposit in default.

A. 
Construction types for street improvements shall be in accordance with the requirements of Table I, Minimum Required Construction Types and Right-of-Way Widths. Specification references are found in § 248-37 of this article, Brief specifications for street improvements.
B. 
These provisions shall be considered minimum requirements generally consistent with the public welfare, and the Town Engineer shall modify or extend these provisions in appropriate cases as may be deemed necessary for the public good. In the case of subdivisions, this shall be done as provided in § 248-35B of this article.
C. 
Standards for all highways shall be determined by the Town Engineer and the Superintendent of Highways in consultation with the appropriate authorities.
Detailed specifications for materials and construction shall be provided by the office of the Town Engineer.
A. 
Subgrade.
(1) 
The entire right-of-way shall be cleared of brush and trees except those which will be an asset to the subdivision landscape.
(2) 
All boulders, organic material, soft clay, spongy soil and other objectionable material shall be removed and replaced by material approved by the Town Engineer.
(3) 
The subgrade shall be properly stabilized, shaped, rolled and uniformly compacted with a ten-ton roller to conform to the lines, grades and typical cross sections of this specification and the approved final plat profile drawings. The process of shaping, rolling and filling shall be repeated until no depressions develop.
(4) 
All rutting, displacement or soft spots after the subgrade has been completed shall be properly repaired with new material, regarded and compacted.
(5) 
When existing materials in the road are to be used for road base material, that material shall be removed to the surface of the subgrade so that the subgrade may be properly prepared before the base is constructed.
(6) 
Cuts and fills shall have a maximum slope of one on three from the edge of the right-of-way, except when specifically waived by the Planning Board and the Town Engineer for the purpose of saving trees or some particular terrain feature at the given place.
B. 
Paving. (See Table I, Minimum Required Construction Types and Right-of-Way Widths, for application of paving types.) Paving requirements shall be as follows:
(1) 
Type A paving:
(a) 
Subgrade: as indicated in Subsection A above.
(b) 
Base course: six-inch stabilized soil base.
(c) 
Leveling course: one-and-one-half-inch bituminous concrete (run-of-bank aggregate).
(d) 
Surfacing course: one-and-one-half-inch bituminous concrete (crushed stone aggregate).
(e) 
Refer to § 248-37B(1) of "Construction Specifications for Public Improvements."
(2) 
Type B paving:
(a) 
Subgrade: as indicated in Subsection A above.
(b) 
Subbase course: six-inch stabilized soil base.
(c) 
Base course: four-inch penetration macadam.
(d) 
Surfacing course: one-and-one-half-inch bituminous concrete (crushed stone aggregate).
(e) 
Refer to § 248-37B(2) of "Construction Specifications for Public Improvements."
(3) 
Type D paving:

(a) 
Base course: four-inch asphalt concrete plant mix.
(b) 
Surfacing course: one-and-one-half-inch bituminous concrete (crushed stone aggregate).

C. 
Curbs and gutters (see Drawing I, Curb and Gutter Cross Sections, for dimensions).[2]
(1) 
The following curbs shall be used:
(a) 
Battered concrete curb.
(b) 
Battered reveal concrete curb.
(c) 
Cobblestone curb.
(2) 
Integral concrete curb and gutter shall be used wherever the gradient exceeds 4%.

D. 
Pavement crown: 0.3 inch per foot.
E. 
Driveway aprons.
(1) 
All driveways or other parking areas shall have driveway aprons extending from the curbline to the property line.
(2) 
Driveway aprons shall be of the same construction specification as the street paving or equal.
(3) 
Driveway aprons shall be at least 10 feet wide at the curb face and at least seven feet wide at the property line, with a step at the curb cut face of one inch.
F. 
Sidewalks.
(1) 
All sidewalks shall be four inches thick and at least four feet wide, constructed of one-course concrete or equal, except that a sidewalk laid across driveway aprons shall be six inches thick.
(2) 
All sidewalks shall be located within the street right-of-way, the outside edge to be contiguous with the right-of-way boundary.
G. 
Street signs, streetlights, traffic controlling signs, signals, markings and restraining devices, including street name signs, shall be designated as to location and type by the Traffic Safety Department and in accordance with the construction specifications for public improvements as adopted and amended by the Planning Board, New York State Manual of Uniform Traffic Control Devices and the Suffolk County Department of Public Works latest specifications for the installation of traffic signals.

H. 
Street trees.
(1) 
Street trees shall be provided in all subdivisions.
(2) 
Trees shall be of nursery stock of an approved species grown under the same climatic conditions as at the location of the development. They shall be of symmetrical growth, free of insect pests and disease, suitable for street use and durable under the maintenance contemplated.
(3) 
The average trunk diameter measured at a height of six feet above the finished ground level shall be a minimum of two to three inches, depending on good practice with references to the particular species to be planted.
(4) 
Trees shall be planted at intervals of from 40 to 60 feet apart, depending upon the species, along both sides of the street and shall be located within the street right-of-way three feet six inches from the edge of the street pavement. The Planning Board may waive this specification in favor of planting an equivalent number of trees in landscaped groups.
(5) 
All planting shall be done in conformance with good nursery and landscape practice.
I. 
Planting strips. All planting strips within the road rights-of-way shall be finish graded, properly prepared and seeded or sodded with lawn grass in conformance with good nursery and landscape practice.
J. 
Monuments. Monuments shall be of reinforced concrete or stone, shall be four inches square with a length of at least 36 inches and shall be embedded the full depth.
K. 
Planting: limited access and planting areas. All limited access and planting areas shall be planted in conformance with the detailed specifications for materials and construction noted above, provided that:
(1) 
Suitable plant materials already in place may be used when approved by the Town Engineer.
(2) 
Where incompatible land uses are located adjacent to such limited access and planting area, the Planning Board may require a screen fence (wire fabric vinyl-coated redwood slat) in accordance with Town specifications.

L. 
The Town Engineer and the Town Superintendent of Highways, upon a joint determination by them, may accept equal or better specifications in lieu of any of the specifications set forth herein in Subsections A through K above when, in their judgment, such alternates accrue to the public benefit.
