A. 
All amendments to this Zoning Chapter and Zoning Map which forms a part hereof shall be adopted in accordance with the provisions of New Jersey Revised Statutes, as most recently amended.[1] Prior to taking any such action, a public hearing shall be held after public notice required by Revised Statutes and after notice to property owners in an affected area as may be required by the Town Council as an accommodation. No action shall be taken relative to such affected area until all interested parties shall have been given an opportunity to be heard.

B. 
Any request for a change of zone shall include the following: a map, accurately drawn to an appropriate scale, showing the area of the land included in the proposed change, the streets in the immediate vicinity and the lands and the name of the owner or owners thereof immediately adjacent to and extending within 100 feet of all boundaries of said property.
