No person, firm, corporation, association or copartnership shall conduct the business of septic tank cleaning or like business in the City of Peekskill without first having registered each vehicle used in said business with the City Clerk, City of Peekskill, on the form to be provided by him.
No person, firm, corporation, association or copartnership shall introduce, deposit or dispose of any septic tank sludge, deposit or cleanings or other such waste in any sewer or appurtenances forming part of the sewage collection and disposal system of the City of Peekskill, except sludge, deposits or cleanings from septic tanks serving premises situate within the City of Peekskill which have been approved by the Health Department of the County of Westchester, and then only upon the following terms and conditions:
A. 
The owner of any premises situate in the City of Peekskill served by a septic tank which has been approved by the Health Department of the County of Westchester shall be permitted to have the sludge deposits or cleanings of a septic tank deposited in the sanitary sewer system of the City of Peekskill in the following manner:
(1) 
The owner shall obtain a permit from the Director of Public Works in a form and manner prescribed by the Director of Public Works.

(2) 
The owner shall employ a scavenger or person, firm, corporation, association or copartnership licensed by the Health Department of the County of Westchester to clean his septic tank.
(3) 
The said licensed scavenger, person, firm, corporation, association or copartnership shall present the permit obtained by the owner to the Director of Public Works, who shall designate the time and place for disposal of said sludge or other such waste. Said permit shall be surrendered to the Director of Public Works by the scavenger, person, firm, corporation, association or copartnership upon deposit of said sludge or other waste in said sewer system of the City of Peekskill.

(4) 
No fee shall be charged to or collected from the owner of the premises from which the sludge is removed.

The Director of Public Works of the City of Peekskill is hereby authorized and empowered to formulate and prescribe rules and regulations regarding the form and content of the permit to be issued under this article and regarding the time and place of disposal of septic tank sludge and other waste under the permits issued to residents of this City whose premises are served by septic tanks.
As used in this article, the following terms shall have the meanings indicated:
SCAVENGER
Includes a person, firm, corporation, association or copartnership engaged in the business set forth in § 457-1 of this article.
A. 
Any person, firm, corporation, association or copartnership violating any of the provisions of this article shall, upon conviction thereof, be liable to a fine of $50 for the first offense or 30 days' imprisonment, or both, and a mandatory fine of $100 or 30 days' imprisonment, or both, for the second offense, and $250 for each subsequent offense or 60 days' imprisonment, and shall stand committed to the Westchester County Jail until such fine shall be paid, not exceeding one day for each dollar of fine.
B. 
Any violation of this article shall constitute a misdemeanor.
C. 
The City Clerk shall send a certificate of each such conviction to the Health Department of the County of Westchester within 10 days after each conviction.
