The Board of Health, which was established on the first day of July 1961, shall consist of five members and two alternate members. The Board shall have such powers as are vested in it by the laws of the State of New Jersey as well as those powers which it may acquire by rules, regulations and ordinances properly adopted pursuant to law.

A. 
The members of the Board shall be appointed by the Township Committee for a term of three years. Members must be residents of the Township of Hampton and shall receive no compensation for their service, except that one of the members may be a duly licensed physician of the State of New Jersey who need not be a resident of the Township. The membership on the Board shall be for a term of three years. In the event of any vacancy prior to the expiration of a member's term of appointment, the vacancy shall be filled for the unexpired portion of term only.
B. 
Alternate members.
(1) 
The two alternate members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." Alternate No. 1 shall be appointed for a three-year term, and Alternate No. 2 shall be appointed for a two-year term. Thereafter, alternate members shall be appointed for a term of three years. In the event of an alternate vacancy prior to the expiration of the alternate's term of appointment, the vacancy shall be filled for the unexpired portion of the term only.
(2) 
Alternate members may participate in discussions of the proceedings, but may not vote except in the absence or disqualification of a regular member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.

The Board of Health may appoint such personnel as it may deem necessary for the supervision and enforcement of laws pertaining to health matters, including health officers, laboratory technicians, plumbing inspectors, food and drug inspectors, milk inspectors, meat inspectors of the classes and grades provided by law. To carry into effect the powers vested in it, the Board shall fix the duties and compensation of every appointee as well as the term of every appointee. During their several terms such appointees may not be removed except for good cause after an opportunity has been given to such appointees for a hearing, to be conducted by the said Board.
The Board shall not appoint any person as health officer, public health laboratory technician, sanitary inspector,[1] food and drug inspector, milk inspector, meat inspector or plumbing inspector, nor employ any person to perform the work usually done by such personnel, unless such appointee or person is the holder of a proper license for such employment.
