There is hereby established a surtax prorated upon the users of the water supplied by the Media Water Company.
The surtax so established shall be prorated according to use in such a manner as to provide the revenue to meet and pay annually a special tax imposed by the Public Utility Realty Tax Act,[1] including all amounts found to be due pursuant to Section 3 of said Act.

The rate of the distribution of the special tax upon the present assessment under the Act[1] shall be 2.5% of the charges imposed upon the users of the Media Water Company from the date of enactment until June 30, 1971; each year thereafter, the rate shall be adjusted to produce revenues in a sufficient amount, when added to any surplus funds held by the Treasurer of the Borough of Media pursuant to § 267-15 of this article, to pay the amount of tax due under said Public Utility Realty Tax Act.

The surtax shall be collected by the Treasurer of the Borough of Media and held as a separate fund for payment to the State Treasurer of Pennsylvania; to the extent that the funds collected exceed the yearly tax imposed by the Public Utility Realty Tax Act,[1] the funds shall be used only for the payment of said tax as provided in § 267-14 of this article.

The rates and charges established herein shall be collected in the same manner as the rates and charges for use of said utilities. Delinquencies shall be collected in the same manner as provided by law and by the ordinances of the Borough of Media for the collection of water charges, including the imposition of liens on real estate.
The surtax previously imposed under Ordinance No. 580 upon the use and service of the Media Sewage Treatment Plant shall be applied as a credit toward other public utility service surtaxes.
