There is hereby created the office of the Chief Financial Officer, who shall be the coordinator and monitor of all financial activities of the City of Brigantine. The Council may determine that the office of the Chief Financial Officer be held by the City Manager. Nothing herein shall be construed to affect the tenure of any person subject to any tenure of office law.
A. 
The Chief Financial Officer, under the supervision and direction of the City Manager, shall have the following duties and powers:
(1) 
Have responsibility for the work of all financial officers, financial activities and the expenditures and budgetary functions of all departments.
(2) 
Be responsible for the accounting, preauditing, control, receipt, custody and disbursement of all City revenues and expenditures and for all fiscal matters and financial policies of the City.
(3) 
Monitor and verify the financial activities of the Collector of Taxes, Assessor, Comptroller, Personnel Officer and Director of Purchasing and Inventory and all financial receipts and expenditures of any department.
(4) 
Direct the proper investment of all funds received or held by the City of Brigantine and establish regular procedures for such activities.
(5) 
Certify the availability of any funds necessary for public expenditures and act as certifying and approval authority to the extent required and permitted by law.
(6) 
Monitor and verify all claims for payment against the City pursuant to the claims procedures provided by the City.

(7) 
Under the direction of the City Manager, establish and approve procedures for the payment of routine claims.

(8) 
Comply with and monitor and verify compliance by the City of all guidelines and directives of the Department of Community Affairs of the State of New Jersey, as such are published by or promulgated by said agency as and for the operation of financial affairs of the City of Brigantine.

B. 
Nothing in this Administrative Code shall be construed as limiting or otherwise affecting the responsibilities of the Chief Financial Officer. The Chief Financial Officer shall at all times comply with the policies of the City of Brigantine as are promulgated by the City Council or by the Manager, to the extent required and permitted by law.

The Chief Financial Officer shall have such certifications and licenses as are required by N.J.S.A. 40A:9-140.1 and 40A:9-140.2 et seq. and as required by law or regulation.
Vacancies in the office of Chief Financial Officer shall be filled by the Manager, except where the Council directs that the office of Chief Financial Officer be held by the Manager, in which case any vacancies shall be filled in the manner prescribed by Council.
