There is hereby created in the Wilkinsburg Borough services the position of Assistant to the Finance Director.
The duties and qualifications of the Assistant to the Finance Director are contained in the following job description:
A. 
General definition. This is specialized bookkeeping, financial and payroll work, maintaining accounts, preparing financial reports and keeping other financial records according to standard borough procedures and maintaining and processing payroll and related records. Assigning and reviewing the work of a subordinate may be essential. Supervision is received from the Finance Director in the form of specific assignments and review of completed reports; work is performed according to highly standardized procedures.
B. 
Typical examples of work (illustrations only). The Assistant to the Finance Director:
(1) 
Maintains municipal expenditure records on a minicomputer; posts purchase orders to budget expense ledger with proper budget code categories; notes bill payment in an ongoing total of all account expenditures to ensure account funds are not exceeded; prepares monthly disbursement sheets; posts and balances journals.
(2) 
Prepares a monthly budget analysis listing expenditures, encumbrances and unexpended and unencumbered balances for each fund.
(3) 
Posts and balances a cash receipts journal; prepares a monthly report covering moneys received in each budget classification.
(4) 
Prepares the municipal payroll and processes it in a minicomputer; records payroll totals by budget code.
(5) 
Prepares various financial reports and statements for federal and state agencies.
(6) 
Assists the Finance Director, as directed, in preparing supporting data and related material for the annual budget.
(7) 
Performs such other work as may be required.
C. 
Required knowledge, skills and abilities. The Assistant to the Finance Director shall possess knowledge, skill and/or ability in the following areas to the degree determined by the employer to be necessary for the successful job performance:
(1) 
Municipal accounting.
(2) 
Bookkeeping.
(3) 
Office management.
(4) 
Business English.
(5) 
Computer operation.
(6) 
Business machine operation.
D. 
Minimum training and experience. Minimum training and experience shall be as follows:
(1) 
Education equivalent to completion of the 12th school grade, including completion of course work in bookkeeping or accounting;
(2) 
Considerable bookkeeping and payroll experience in a business, government or related office; experience with computer and office machines; or
(3) 
Any equivalent combination of training and experience.
E. 
Physical and medical standards. The Assistant to the Finance Director shall have the ability to meet minimum required physical and medical standards.

The hourly wage of the Assistant to the Finance Director shall be as set forth from time to time by resolution of Borough Council.
