No employee shall be suspended, removed, demoted or reduced in position except for the following reasons:
A. 
Physical or mental disability affecting his/her ability to continue in service.
B. 
Neglect or violation of any official duty.
C. 
Violation of any law which provides that such violation constitutes a summary offense, misdemeanor or felony.
D. 
Inefficiency, neglect, intemperance, disobedience of orders or conduct unbecoming his/her position.
E. 
Engaging, participating in, or conducting any political or election campaign otherwise than to exercise his or her own right of suffrage.
F. 
Unsatisfactory work as documented by the employee's evaluations.
G. 
Violation of authorized departmental rules and regulations which specify the duties and obligations of its employees.
H. 
Deliberate damage to borough property.
I. 
Provoking, instigating or being involved in a fight on borough property or carrying out acts of violence or threatening violence to an employee, supervisor, borough official or visitor.
J. 
Falsification of records of reports.
K. 
Use, possession, selling or passing of hallucinogens, depressants, stimulants, other drugs or controlled substances, except the use and possession of drugs as prescribed by a physician.
L. 
Refusal to be examined by a borough authorized physician when directed.
M. 
Possessing intoxicants or reporting to work under the influence of intoxicants.
N. 
Acceptance of gratuities.
O. 
Gambling on borough property.
P. 
Failure to disclose conflict of interest or violation of the Borough Code of Ethics.[1]

Q. 
Refusal to discontinue outside employment that conflicts with the interests of the borough.
Any employee who is suspended, removed, demoted or reduced in rank shall have the right to appeal to the Personnel Board, except those employees having grievance procedures in collective bargaining contracts, which deal with suspension, removal, demotion or reduction in rank.
If it shall be necessary for the borough government to reduce the number of paid employees, such reductions shall not be subject to appeal to the Personnel Board.
