The Manager shall adopt and implement an employee performance evaluation plan and process based upon the borough's job analysis plan. Each borough employee shall be evaluated at least annually by the appropriate supervisor.
An employee shall be advised of the evaluation in an interview with the evaluator, at which time the supervisor, department head or the Manager shall explain the evaluation given. The employee shall be given adequate opportunity to review the evaluation and, if an employee so desires, attach comments to the evaluation.
Employee performance evaluations shall be confidential and will be available only to:

The employee evaluated or his/her representative.
B. 
The employee's supervisor or department head.
C. 
The Manager or his/her representative.
If for any reason a department head or supervisor shall request an alteration of the performance evaluation after it has been officially submitted, such request shall be in writing and shall set forth fully the reasons for the request. Such request, when approved by the Manager, shall become the official performance evaluation. The affected employee shall be given adequate opportunity to review and comment upon the re-evaluation.
