Effective on January 1, 1957, the Township of
Livingston is governed by the Council-Manager Plan E (Article 12A)
of the Optional Municipal Charter Law (N.J.S.A. 40:69A-1 et seq.).
A.
All legislative powers and the determination of all
matters of policy shall be vested in the Township Council, pursuant
to law.
B.
The Manager shall be responsible to the Township Council
for carrying out all policies established by it and the proper administration
of all affairs of the Township within the jurisdiction of the Township
Council.
