An Educational Service Agency is established as provided for in Act 108 of 1979[1] and further in conformity with Section 599-A of the Township Code (53 P.S. § 65599A,[2] Special school police).

The Educational Service Agency is established and operated exclusively for the purpose of providing such service to one or more educational institutions by the school crossing guards appointed in conjunction with the State College Area School District or such other educational institution as this Council may, in its discretion, decide to provide such service. This Educational Service Agency shall be the College Township agency for management and control of the school crossing guards.
