Borough employees shall not be permitted to enter into any sanitary sewer system manhole or combination sanitary sewer and stormwater manhole throughout the Borough except in accordance with the following entry procedures:
A. 
Atmospheric tests must first be made for oxygen content of the air and for the presence of combustible gases.
B. 
If harmful atmospheric conditions are detected, mechanically induced dilution ventilation must be performed before any entry is made and such must be continued during occupancy of the confined space.
C. 
The Borough employee entering a manhole must wear a safety line and safety harness, with the safety line being attended by a second Borough employee supplied with a self-contained breathing apparatus for use in event of an emergency.
D. 
In the event that mechanically induced dilution ventilation before entry and during occupancy is unable to maintain adequate protection against harmful atmospheric contaminants, no Borough employee shall enter or continue to work in a confined space unless he is wearing and using a self-contained breathing apparatus in good working order, in addition to the safety line and safety harness, and a second Borough employee is at all times attending said safety line.
The proper Borough officers are hereby authorized to enter into a lease agreement with the Rochester Area Joint Sewer Authority, whereby approved testing, ventilation and self-contained breathing apparatus will be made available whenever possible for use by Borough employees when said employees are required to make an entry into contained space.
The Borough Street Commissioner is authorized and directed to arrange for proper instructions and training in entry procedures to be given to all Borough employees who may from time to time be required to enter into confined spaces. Said training shall include use of the testing, ventilation and breathing apparatus and safety procedures involving use of a safety line and harness. The instruction and training course shall be repeated at reasonable intervals.
The Borough Street Commissioner shall keep a file record of all atmospheric tests in confined spaces made by Borough employees, which file shall be available for review by personnel of the Department of Environmental Protection.
Copies of this resolution shall be posted at all times in the Street Department garage, at the pump house, Water Pollution Control Center, and in the Borough truck or other equipment used for servicing manholes throughout the Borough.
