Before the borough extends its sewer system to serve any developer,
firm, person or corporation, the municipality and the developer, firm, person
or corporation shall enter into a contract providing for the payment to the
borough of the cost of said improvement and providing further for the return
to the developer, person, firm or corporation of said amounts as additional
sewers tap into said system.
