The owners and occupants, jointly and severally, of any premises serviced by the sewer system of the Borough of Tarentum and serviced by sewage treatment by the Upper Allegheny Joint Sanitary Authority shall be liable for all rentals, rates or charges for such sewerage or sewage treatment.
All owners and occupants of such premises, jointly and severally, are hereby required to pay such rentals, rates and charges imposed by the Authority promptly on the date due therefor.
If any owner or occupant of such premises, jointly or severally, shall fail to pay such rentals, rates and charges imposed by the Upper Allegheny Joint Sanitary Authority, for a period of 30 days from the date thereof, and said Authority shall have assigned or transferred its claim for such service to the Borough of Tarentum, then the proper officers of the Borough of Tarentum are directed to request and direct the municipal water department of the Borough of Tarentum to shut off the supply of water to such premises until all such overdue rentals, rates and charges, together with any penalties, and interest thereon shall be paid.
The Borough of Tarentum and the Municipal Water Department thereof, before turning off said water supply, shall give 10 days' written notice of intention so to do to the owners or occupants, jointly or severally, liable for the payment of the said rentals and charges and, in addition thereto, shall post a written notice at the main entrance to the premises.
The service of water shall not be resumed or supplied to said premises after shutoff until all the proper rentals, rates and charges, together with the penalties and interest thereon, shall be paid. The charges shall include the cost of turning off the water supply and the cost of returning service incurred thereby.
The method of collection of delinquent rentals, rates or charges for sewer, sewerage or sewage treatment set forth in this article are not exclusive, but shall be in addition to the remedies otherwise provided for by law with respect to municipal liens and suits.
