For the purpose of protecting the health, safety and welfare of the citizens of the village and to preserve the public order and to protect public property, the Board of Trustees of the Village of Lowville, New York does hereby enact this chapter.
As used in this chapter, the following terms shall have the meanings indicated:
MUNICIPAL PARK
Any area owned by the Village of Lowville and designated as a municipal park by the Board of Trustees of the Village of Lowville.
No person shall, under any circumstances, enter, loiter, congregate or remain in any municipal park between the hours of 11:00 p.m. and 6:00 a.m., unless specific permission for the same is granted by the Board of Trustees of the Village of Lowville.
No person shall use or possess any beverage in a glass container in any municipal park.

No persons shall place, announce, advertise or display in any manner whatsoever any sign, placard advertisement or inscription on the property known as the Village of Lowville Green Park or the Village of Lowville Lions Park except when official signs of the Village. "Official signs of the Village" shall mean signs owned by the Village and installed by the Village on such property for informational and public safety purposes such as direction signs. The Village Board may grant a specific authority to an organization to submit temporary signs for a specific event on a proper application submitted to the Board in advance of such event.

Any person who violates any provision of this chapter shall be subject to a fine of not more than $250 or imprisonment for not more than 15 days, or both.
