It shall be unlawful for any person, firm, corporation or company to erect and construct within the limits of the Borough any insecure showboard, billboard, advertising structure or other boards or structures for the purpose of painting, pasting, posting or otherwise putting and placing thereon any advertisement, sign, notice or show bill of any nature or kind whatsoever, provided that the provisions hereof shall not apply to any sign or advertisement in front of and at any church, theater, place of amusement, store, office or place of business, which may remain or be put up and placed under existing laws and ordinances.
No showboard, billboard, advertising structure or other board or structure shall be constructed and erected in the Borough limits unless the same shall be constructed of galvanized iron or other similar material, built on substantial timber or other substantial support in a safe and workmanlike manner, and the same shall not be constructed or erected within 10 feet of the building line of any premises.
There shall not be painted, pasted or put on such secure boards or structures, located as aforesaid, any immoral or indecent advertisements or pictures.
The said boards or structures shall not be permitted to become nuisances either from the construction or maintenance or use thereof.
All such boards and structures shall each be liable to an annual license tax of $10. The said tax shall be paid to the Treasurer of the Borough on or before the first day of April of each year, and it shall be the duty of said Treasurer, upon the payment of said tax, to issue a license to the person, firm, corporation or company paying, authorizing the construction and erection as aforesaid.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punishable for each offense by a fine of up to the maximum amount provided from time to time by state statute.
