Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIV (§ 191-79), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall stop, stand or park a vehicle upon any of the streets or parts thereof in conflict with the Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 101 et seq., as amended, Chapter 33, Subchapter E, and as described in Schedule XV (§ 191-80), attached to and made a part of this chapter.

A. 
The parking of commercial motor vehicles, tractors, tractor-trailer combinations, buses, mobile homes, camping trailers, recreational vehicles or any other vehicle of a similar character with a gross vehicle weight in excess of 10,000 pounds is hereby prohibited on any Borough highway, street or alleyway.
B. 
The parking of any motor vehicle that is 21 feet in length or longer or which is six feet six inches in width or wider, or both, is hereby prohibited on any Borough highway, street or alleyway.
C. 
Exceptions. The provisions of this section shall not apply to:
(1) 
Vehicles of the Borough of Marcus Hook; fire apparatus; ambulances; or vehicles engaged in the work of a public utility.
(2) 
Vehicles actually engaged in the course of construction or repair of streets or while actually engaged in making deliveries or rendering services on or upon any property adjacent to the street where said vehicle is parked.
(3) 
Any school bus actually engaged in picking up or discharging students but only for a period of time necessary to safely pick up and discharge students.
A. 
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 191-81), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
B. 
No person shall park a vehicle upon any of the streets or parts of streets during the hours and on the days designated on temporary or permanent signs posted thereon for the purpose of street cleaning and street improvements, maintenance and/or repairs.

A. 
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of street described in Schedule XVII (§ 191-82), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
B. 
The parking of any vehicle in the same location for a period of time in excess of 96 consecutive hours is hereby prohibited on any Borough highway, street or alleyway. Vehicles must be moved (driven) at least once every 96 hours. Pushing a vehicle up and down the street does not satisfy the requirements of this section.

It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVIII (§ 191-83), attached to and made a part of this chapter, except as specifically provided for such zone.

No person shall operate an engine of any standing truck and/or tractor trailer with a weight in excess of 10,000 pounds manufacturer's gross vehicle weight (GVW) when such vehicle is parked on a residential premises, on a street within a residential zoning district, on a street next to a residential zoning district or within 150 feet of any residential zoning district. Trucks making local deliveries to residents are exempt from the provisions of this section.

No person shall place any obstacle or obstruction of any kind on any highway, street or alleyway within the boundary limits of the Borough of Marcus Hook, with the exception of an operating motor vehicle, legally parked, which shall obstruct the parking of any vehicle on any highway, street or alleyway within the boundary limits of the Borough of Marcus Hook, regardless of weather conditions. No person shall shovel, push or throw snow, sleet or ice into a public street in the Borough of Marcus Hook that has been plowed or otherwise cleared of snow, sleet or ice, with the intent of clearing a parking space for his motor vehicle.

No person shall park any nonmotorized vehicle or apparatus or a vehicle or apparatus which must be towed, such as but not limited to a boat, boat trailer, house or vacation trailer, utility trailer, or similar vehicle, on any highway, street or alleyway, within the boundary limits of the Borough of Marcus Hook.

No person shall, at any hour of the day or night, make mechanical repairs of any nature or description whatsoever to any motor vehicle or leave unattended any motor vehicle on a vehicle lifting or support device (i.e., jacks, ramps, blocks) while said motor vehicle is parked or standing on any Borough highway, street or alleyway. The Chief of Police is hereby authorized to remove or direct to remove any vehicle found leaking gasoline or engine fluids (where no other alternative is available) while said motor vehicle is parked or standing on any Borough highway, street or alleyway.
A. 
Delegation of authority. Borough Council delegates to the Mayor the authority to establish the number, location, size and identification requirements for handicapped parking spaces in the Borough of Marcus Hook.
B. 
Identification of spaces. Any spaces deemed to be appropriate by the Mayor shall be clearly marked with the international wheelchair symbol on a sign post, wall or painted on the space itself.
C. 
It shall be unlawful for any person to park a vehicle in a space designated as a space for the handicapped unless the operator or a passenger of the vehicle is handicapped.
D. 
Notification by Mayor of the designation of spaces. The Mayor shall notify the President of Borough Council in writing whenever a parking space for the handicapped is designated. Borough Council shall have the power to reverse any such designation by the Mayor upon proper motion and majority vote of the members of Council.
No person shall park a vehicle within a private alley in such a manner or under such conditions as to leave available less than 10 feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within a private alley in such a position as to block the driveway entrance to any abutting property.

Any person violating the provisions of § 191-27, relating to handicapped parking, shall be fined $50. Any person violating any other provision of this article shall be fined $25. It shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Mayor all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making this report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article.
