The purpose of the R-3 District is to provide for high-density residential development. The regulations are designed to stabilize and protect the residential characteristics of the district and to encourage a suitable environment for residential activities. The district also allows selected nonresidential uses, provided that they are permitted by conditional use permit.
Land, buildings, or premises shall be used by right for only one or more of the following uses:
A. 
Single-family semidetached dwelling (twin).
B. 
Single-family attached dwelling (townhouse or rowhouse).
C. 
Multifamily dwelling (apartment building).
D. 
Family-based community residence facility, subject to § 196-112.
E. 
Recreational, park, or play area.
The following uses shall be permitted by conditional use permit only, subject to the applicable provisions of Article XVIII, Procedure and Standards for Conditional Uses:
A. 
Conversion, subject to § 196-139.

All accessory uses and structures permitted in the R-1 District.
B. 
Any accessory use or structure on the same lot with and customarily incidental to any of the uses permitted above in the R-3 District and not detrimental to the neighborhood.
A. 
Single-family semidetached dwelling. Single-family semidetached dwellings in this district shall comply with the dimensional standards of the R-2 District as per § 196-20B.
B. 
Single-family attached dwelling (rowhouse/townhouse). Single-family attached dwellings in this district shall comply with the dimensional standards of the R-2 District as per § 196-20C.
C. 
Multifamily dwelling.
(1) 
Lot area: 1,500 square feet per unit.
(2) 
Lot width: 100 feet.
(3) 
Front yard: 10 feet.
(4) 
Side yards: 35 feet aggregate and 15 feet minimum.
(5) 
Rear yard: 20 feet.
(6) 
Impervious surface: 75%, maximum.
(7) 
Height: 40 feet or four stories.
