The purpose of this district is to allow for an office campus setting among active and passive open space and recreational uses along Marcus Hook Creek. Some of the uses permitted are offices, research and development, limited retail, hotel/condominiums, and recreational uses such as multi-use trails, parks or playgrounds, and other open space and recreational uses.
Land, buildings, or premises shall be used by right for only one or more of the following uses:
A. 
Office or office building.
B. 
Walking, biking, hiking, or multi-use path or trail.
C. 
Park, play field, court, playground.
D. 
Field or woodland.
The following uses shall be permitted as conditional uses only, subject to the applicable provisions of Article XVIII, Procedure and Standards for Conditional Uses:
A. 
Parking garage, subject to § 196-142.
B. 
Child day-care center, subject to § 196-137.
C. 
Laboratories.
D. 
Any use of the same general character as those permitted in §§ 196-47 and 196-48. Such use shall be permitted by Borough Council upon the recommendation of the Planning Commission, shall be consistent with the purposes of the district, comply with the performance standards in Article XX, and not be detrimental to the surrounding neighborhood. To determine if a proposed use is of the same general character as any of the listed permitted uses, Borough Council and the Planning Commission shall evaluate its impacts in relation to the compatibility standards in Article XVII.
A. 
Off-street parking and loading, subject to Article XV.
B. 
Signs, subject to Article XVI.
C. 
Storage building.
D. 
Restaurant, cafeteria, or snack bar for employees or customers of any use permitted in this district.
E. 
Recreational area for employees.
F. 
Commercial dropoff and pickup boxes, stations for letters or packages, or newspaper vending machines, provided that such boxes shall not be located within a right-of-way of a public street.
G. 
Any accessory use on the same lot with and customarily incidental to the principal use(s) on the property and not detrimental to the area.
Unless stated otherwise, the following shall be minimum requirements:
A. 
Lot area: one acre.
B. 
Lot width: 150 feet.
C. 
Front yard: 10 feet.
D. 
Side yards: 20 feet on each side.
E. 
Rear yard: 60 feet.
F. 
Impervious surface: 35%, maximum.
G. 
Height: 40 feet, maximum.
A. 
There shall be a buffer area between Marcus Hook Creek and the principal buildings in the district. This buffer shall extend for 100 feet from the center line of Marcus Hook Creek. There shall be no principal or accessory buildings, storage, or parking within this buffer area.
B. 
Landscaping requirements shall not be applicable to existing structures or uses or to any change in use relating to an existing structure. Landscaping, as per Article XVII, shall apply only to areas where a principal new building or addition to a principal existing building is proposed.
C. 
No outdoor storage shall be permitted.
D. 
No deliveries or other trips shall be made by trucks having more than one rear axle.
E. 
All public utility lines and similar facilities servicing the proposed development and its area shall be installed underground, and electric transformers shall be either placed underground or enclosed by a planted visual screen.
F. 
All exterior lighting shall be arranged so that no direct glare from it shall extend beyond the property line of the tract.
G. 
Freestanding light poles shall not exceed 25 feet in height.
H. 
All rooftop equipment or other projections shall be completely screened from the public street or adjacent lots.
