The purpose of this district is to utilize the unique characteristics and opportunities of the Delaware River waterfront and Market Square Memorial Park by protecting the river bank, limiting the size and scope of development, preserving scenic views and areas, maintaining and diversifying recreational opportunities, and providing for marina/boat docking, as well as limited commercial and community-related activities. Standards are provided to assure well-balanced development that is limited in size and scope, to limit impacts such as those of traffic and noise, to preserve historic and natural features, and to protect adjoining residential neighborhoods.
Land, buildings, or premises shall be used by right for only one or more of the following uses:
A. 
Community center or civic facility such as a senior recreational center.
B. 
Waterfront restaurant, bar, or similar eating place, sit-down or take-out.
C. 
Waterfront retail or service establishment, as defined in Article II.
D. 
Historic or environmental learning center or similar cultural or educational facility.
E. 
Museum.
F. 
Park or recreational area.
G. 
Boat docking, provided that boat launching shall take place at another location.
H. 
Ferry service.
The following uses shall be permitted only by conditional use permit, subject to the applicable provisions of Article XVIII, Procedure and Standards for Conditional Uses: none.
A. 
Monuments.
B. 
Piers, floats, docks, pilings, or similar structures.
C. 
All accessory uses and structures customarily incidental to the permitted uses and not detrimental to the area.
Unless noted otherwise, the following shall be minimum requirements:
A. 
Lot area: no minimum required.
B. 
Lot width: no minimum required.
C. 
Building coverage: 20%, maximum.
D. 
Impervious surface: 30%, maximum.
E. 
Front yard: 50 feet.
F. 
Side yards: 25 feet.
G. 
Rear yard: 25 feet.
H. 
Height: 30 feet, maximum.
A. 
Buildings may be constructed in a detached or attached fashion.
B. 
No new principal building shall be erected within 50 feet of Market Square Memorial Park.
A. 
The Borough shall identify view corridors toward the Delaware River, as defined in Article II.
B. 
In cases where proposed structures would obstruct or obscure the view in defined view corridors, the owner or applicant shall modify the location, height, or other feature of such proposed structure to prevent or mitigate potential obstructions of view.
C. 
Structures shall not be placed at the riverfront terminus of public streets.
