The Boards and Commissions of the City shall be the Board of Assessment Review, the Civil Service Commission, the Board of Appeals, the Parks Commission, the Traffic Commission, the Water Commission, the Youth Board, the Planning Commission, the Board of Health and such other boards and commissions as the City Council or the Mayor may establish from time to time.
Except as otherwise provided in this Charter, standing boards and commissions shall be composed of an odd number of members, with the chairperson being appointed by and serving at the pleasure of the appointing authority. The remaining members shall be appointed for such terms as provided.
In the event an appointing authority does not appoint a chairperson, the membership of the board or commission effected may elect a temporary chairperson from among its membership.
Members of standing boards and commissions shall be residents of the City. They shall serve without compensation, except that they shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of their officials duties and within budgetary appropriations. The City Council shall not have the power to provide for any salary or compensation whatsoever for any officer who, by the provisions of this Charter, is required to serve without pay.
In addition to any other provision of this Charter, a member of a board or commission may be removed by the appointing authority for incompetency or insubordination, neglect of duties or other irregularity after such member is given a reasonable notice thereof and a reasonable opportunity to be heard. Such member may be suspended pending such investigation.
Except as otherwise authorized by the appointing authority, any member of a board or commission shall forfeit office if he or she shall be absent from three consecutive regular meetings of such board or commission or 50% of all regular meetings scheduled within a calendar year, except as may be determined in individual situations by the appointing authority.
Vacancies shall be filled by the appointing authority for the remainder of any term.
The general powers and duties of the standing boards and commissions of the City shall include:
Establishment of such rules of procedure as is deemed necessary for the conduct of business in harmony with this Charter.
In the absence of action by the appointing authority, elect such officers as shall be necessary for the conduct of its business.
Meeting at such times and frequency as may be determined or requested by the Mayor, the Common Council, by resolution, or by the membership.
Except as otherwise provided in this Charter or by statute, act in an advisory capacity only to the Mayor, or to the Common Council and to the departments and offices of the City in such matters as they shall have authority.
