No horse shall be kept, pastured, sheltered or allowed to remain within 200 yards of any building used as a residence or dwelling within the Village limits of the Village of Mount Morris.
No horse shall be allowed to run at large within the Village limits of the Village of Mount Morris.

No horse shall be allowed upon any public sidewalk within the Village limits of the Village of Mount Morris, except in the case of Village-sanctioned parades.

The owner, keeper or person having control over any such horse shall be responsible for any violation of the preceding provisions of this article and shall be subject, upon conviction, to a fine or penalty of not more than $250 or to imprisonment for a term not to exceed 15 days, or both.
