Every person found intoxicated in any street or public place within the limits of this Village; and all persons who shall, by noisy, riotous or tumultuous conduct, disturb the quiet and peace of the Village or of any meeting or assembly therein, or of any considerable number of inhabitants thereof; all persons who shall publicly use any offensive, disorderly, threatening, abusive or insulting language, conduct or behavior in any public street or place in said Village; acts in such a manner as to annoy, disturb, interfere with, or be offensive to others; congregates with others on a public street in this Village and refuses to move on when ordered by the police; by his actions causes a crowd to collect, except when lawfully addressing such a crowd; shouts or makes a noise while outside or inside a building during the nighttime to the annoyance or disturbance of any considerable number of persons; stations himself on the public street of the Village or follows pedestrians for the purpose of soliciting alms, or who solicits alms on the public streets of said Village unlawfully; stands on the sidewalks or street corners of said Village and makes insulting remarks to or about passing pedestrians, or annoys such pedestrians; and every person who shall willfully and maliciously break, mar, injure, remove or deface any building, fence, awning, gate, sign, signboard, lamp, electric light, telephone or telegraph poles or any attachment thereto, any tree, shrubbery or other ornamental thing in said Village; and every person who shall remove from or pile up before any door or on any sidewalks or street, square or public place in said Village boxes, casks or other things, or who shall willfully tear down, destroy or mutilate any notice or handbill lawfully posted in said Village, shall be guilty of any insubordination or any disorderly conduct; or shall attempt to obstruct the operation of the Fire Department of said Village, or the Fire Inspector, and/or any fireman engaged in the discharge of his duties as such; or who shall willfully neglect or refuse to obey, or attempt to prevent or obstruct the execution of the orders of the Board of Trustees of said Village, or of any Trustee, or of the officers or members of the Fire Department, or any duly authorized person or member of said Fire Department in charge, or lawfully giving directions at a fire, shall be subject to a penalty not exceeding $500 for each offense, and in addition thereto, a violation of this chapter shall constitute disorderly conduct, and the person violating the same shall be deemed a disorderly person.
