No person shall engage in a secondhand business within the Borough of Marcus Hook without first obtaining a permit to operate the secondhand business from the Code Enforcement Officer of the Borough of Marcus Hook. The permit shall be prominently displayed at the place of business. A person engaged in a secondhand business on or before the effective date of this chapter shall apply for a secondhand dealer permit within 30 days of the effective date of this chapter and may continue to purchase regulated property without a permit until such permit is issued or denied.
Every person who engages in a secondhand business within the Borough of Marcus Hook shall make annual application for a permit to the Code Enforcement Officer of Marcus Hook. Each application shall include the full name and place of residence of the applicant and the location where the business will be conducted. If the applicant is a partnership, the application shall state the full name and place of residence of each partner, and whether such partner is a general partner or limited partner. If the applicant is a corporation, the application shall state the full name and residence of each officer, shareholder and director. The application shall be accompanied by a fee established by resolution from the Borough Council, appropriately prorated for initial permits.
The permit to operate a secondhand business within the Borough of Marcus Hook shall continue in force to December 31 of the year in which the permit is issued.
