The following words, when used in this article, shall have the meanings ascribed to them in this section, except in those instances where the context clearly indicates otherwise:
ASHES
The residue from the burning of wood, coal, coke and other combustible materials for the purpose of heating and cooking.
GARBAGE
The animal and vegetable waste resulting from the handling, preparation, cooking and consumption of foods.
PERSON
A natural person, firm, copartnership, association or corporation.
REFUSE
Garbage, ashes and rubbish, as herein defined.
RUBBISH
All waste materials not included in garbage and ashes.
SCAVENGING
The collection or removal of refuse by any person other than the owner thereof or the collector or contractor duly authorized by the Borough of Trainer, and includes the opening or tearing apart of any refuse container awaiting collection and disposal or the removal of any of the contents therefrom.

A. 
All garbage, before being placed in garbage cans for collection, shall have drained from it all free liquids and may be wrapped in paper.
B. 
All rubbish shall be drained of liquid before being deposited for collection.
C. 
Receptacles.
(1) 
Garbage receptacles shall be made of metal or plastic, must be watertight and be provided with a tight-fitting cover.
(2) 
No person shall use for the receipt of garbage any receptacle weighing more than 40 pounds when filled.[1]

(3) 
All garbage receptacles are to be kept as sanitary as possible in view of the use to which they are put and shall be thoroughly cleansed by the owner or user after garbage is removed by the collector.
(4) 
The Borough of Trainer trash contractor shall not be required to collect any trash, ashes, garbage, refuse, rubbish or other items which shall constitute an excessive amount. An excessive amount shall be deemed as any one container weighing more than 40 pounds and, further, shall be deemed as more than three containers at any one time.
D. 
Ash receptacles shall be of metal and shall weigh not more than 50 pounds when filled.
E. 
Rubbish receptacles shall be of metal, wood or plastic, and shall not weigh more than 50 pounds when filled.
F. 
No garbage, trash, rubbish, ashes or other refuse shall be placed in a position for collection or otherwise within 35 feet of any public sidewalk, street or other roadway except during the hours after 9:00 p.m. on the evening before a scheduled collection date until the time of collection.
G. 
Any trash can, garbage can, or other container used for the disposal of trash, garbage, ashes, rubbish or other refuse shall be removed to an area beyond 35 feet from any public sidewalk, street or other roadway by 6:00 p.m. on the date that the said trash, garbage, ashes, rubbish or other refuse was collected.

No person shall engage in scavenging, as above defined, at any place within the limits of the Borough of Trainer at any time unless given prior approval by Borough Council or its duly authorized representative.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 and/or to imprisonment for a term not to exceed 90 days.
