Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space and governed by posted signs.
No person shall park a vehicle upon any of the highways or parts thereof described below except at the angle designated, and only within the painted stall lines. On all highways or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

All operation and/or parking of two- or three-wheeled motorized vehicles is hereby expressly prohibited on all public land in the Borough of Colwyn.
A. 
No person shall park any motor vehicle in a parking space designated for handicapped persons unless such person is authorized to do so. Motor vehicles authorized to use these spaces are:
(1) 
Those which have been issued a special registration plate by the Department of Transportation of Pennsylvania or another state, designating the vehicle so licensed as being used by a handicapped person or totally disabled veteran.
(2) 
Those which have been issued a special permit by the Borough. Other persons using these spaces are parking on private property without the consent of the owner.
B. 
Permits are available upon proof of any disability which affects mobility. A certificate from a licensed physician would constitute proof of the disability, or the Borough Secretary in her discretion may accept other satisfactory evidence of disability. Permits issued due to a permanent disability will be valid for three years and automatically renewable upon application without cost. Permits issued to a temporary disability shall expire on a date corresponding to the expected date of recovery.
