It shall be unlawful to operate or to park upon property owned
or occupied by the Borough of Colwyn any vehicles not owned by the
Borough of Colwyn, whether motor-propelled or not, without having
first obtained the express consent and approval of the Council of
the Borough of Colwyn.

Any person violating or causing to be violated § 39-1
of this article shall, upon conviction thereof before a District Justice,
pay a fine or penalty of not more than $600, plus costs of prosecution,
and in default thereof shall undergo imprisonment in the Delaware
County Prison for a term not to exceed five days for each offense.
