The deposit in the creeks, streams or storm sewers of the Borough
of Colwyn of any contamination, toxins or wastes or any foreign matter
tending to interfere with the natural flow or be detrimental to the
health or welfare of the people of the Borough of Colwyn is hereby
prohibited.
Swimming in the creeks or streams of the Borough of Colwyn is
hereby prohibited.

Anyone violating any of the aforegoing sections of this chapter
shall, upon conviction thereof before a District Justice, be subject
to a fine of not less than $10 nor more than $1,000 and costs of prosecution
for each offense, and in default of payment thereof, to imprisonment
in the Delaware County Prison for a term not exceeding 30 days.
