The Police Department of the Borough of Colwyn shall consist of such regular full-time police officers as deemed necessary from time to time and appointed by the Borough Council. In addition, part-time police officers may be appointed by resolution of the Borough Council from time to time to serve at the Council's pleasure, but they shall not be included in the police pension program or any social security program, nor shall they have tenure.
The Borough Council shall designate one of the regular full-time police officers as Chief of Police. The Chief shall, under the direction of the Mayor, be in charge of the police force and shall have supervision over its members, including part-time police officers, in the exercise of their powers, duties and authority.
The compensation of the regular full-time police officers, including the Chief of Police, and any part-time police officers shall be as determined by the Borough Council from time to time.
Nothing herein contained shall affect the authority of the Mayor to appoint special policemen during emergencies, under Section 1121 of the Borough Code of the Commonwealth of Pennsylvania.[1]
