As used in this chapter, the following terms shall have the meanings indicated:
OIL-BURNING EQUIPMENT
Any device designated and arranged for the purpose of burning or preparing to burn fuel oil for boilers, furnaces, ranges or other fuel-oil-burning devices or equipment connected thereto, including internal and external supply or storage tanks, piping, wiring and all accessories.
It shall be unlawful for any person, firm or corporation to install, erect or enlarge any oil-burning equipment as above defined, or to make repairs to any oil-burning equipment if such repairs substantially alter the construction or installation thereof, in the Borough of Colwyn, without first having obtained a permit from the Building Inspector pursuant to the provisions of this chapter.
Applications for such permits shall be made to the Building Inspector of the Borough of Colwyn and shall state the name and address of the applicant, the place where the work is to be performed, the trade name of the oil-burning equipment, the name and address of the manufacturer thereof, and any other information which the Building Inspector may deem necessary. When required by the Building Inspector, the application shall be accompanied by a blueprint plan in duplicate showing the location of the proposed equipment in the building, the location and size of the flue and the smoke pipe leading to the same, and such other information as may be required by the Building Inspector.

The applicant for a permit under the provisions of this chapter shall, at the time of making application therefor, pay to the Building Inspector the sum of $10, provided that the cost of the proposed work shall not exceed the sum of $1,000. If the cost shall exceed this sum, the applicant shall pay $10 for each additional $1,000 or fraction thereof.
The installation, erection, enlargement or repairing of oil-burning equipment and the storage and use of fuel oils in connection therewith shall be subject to the inspection and approval of the Building Inspector and shall conform to the Regulations of the National Board of Fire Underwriters as recommended by the National Fire Protection Association. Copies of said regulation shall be kept on file in the office of the Building Inspector for the purpose of examination by any person applying therefor. All oil-burning equipment, including the storage tanks, shall be tested and bear the label of the Underwriters' Laboratories, Inc.
Every installation of oil-burning equipment shall be provided with an electric master switch to shut off the oil-burning equipment placed adjacent to the outside door leading to the basement or, in the event that there is no outside door, it shall be located adjacent to the principal inside door leading to the basement.

Any person, firm or corporation which shall violate any of the provisions of this chapter shall be subject to a penalty of not more than $1,000 and costs of prosecution, with an additional penalty of $25 for each day such violation shall be continued after notice thereof by the Building Inspector and, in default of payment, shall be imprisoned for a period of not more than 30 days, such penalties to be collected before any District Justice as like penalties are now by law collectible.
