All contractors, owners or occupants of buildings or others placing building materials of any kind, or any other obstructions or excavations, upon or across the driveways of any of the public thoroughfares of the Borough of Colwyn shall place and keep thereon, from sunset to sunrise, a lighted warning device, and whenever such obstructions or excavations shall exceed 10 feet in length, such device shall be placed on each end thereof.

Any person who shall violate any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not more than $600 and costs of prosecution and, in default of payment thereof, to imprisonment for not more than 30 days.
