The Mayor shall appoint, with the consent and approval of a majority of the members elected to the City Council, on July 1 of each year, or as soon as may be practical for a term of one (1) year, a City Physician. No person shall be appointed to the office of City Physician who shall not have attained the age of twenty-five (25) years, who is not a regular graduate of some school of medicine authorized to grant diplomas and who, when appointed, is a practicing physician in good standing.

If a vacancy occurs in the office of the City Physician, by death, resignation, removal from the City or removal from office, or for any other cause, the Mayor shall appoint a suitable person to discharge the duties of the office until the first regular meeting of the City Council, held after the vacancy occurs, at which meeting the vacancy, for the unexpired term, shall be filled in the manner prescribed for the appointment of a City Physician. The person appointed to the office of City Physician shall, before entering upon the duties of his/her office, take and subscribe to the oath required by law for the City Officers. The City Physician shall also be and is hereby constituted a member of the Board of Health.

A. 
It shall be the duty of the City Physician to have and exercise a general supervision over the sanitary conditions of the City. He/she shall report to the Board of Health all nuisances or other causes, that, in his/her opinion, may endanger the public health and upon being informed of the existence or introduction of any malignant, infectious or contagious disease within the City, he/she shall immediately inquire into the facts, report the results of his/her inquiries to the Board of Health and at once proceed to take such action in relation thereto as in his/her judgment, with the consent of the Board of Health, the public safety may require. He/she shall report to the Board of Health all information in his/her possession respecting the sanitary condition of the City and which he/she may deem of importance. He/she shall from time to time make such examinations and reports as the Board may desire in respect to public health.

The City Physician shall likewise have charge and general superintendence, with the Board of Health, of all quarantine stations, buildings and grounds that may be established, and see that all quarantine regulations prescribed by the Board of Health are strictly enforced and obeyed. He/she shall administer to diseased or sick prisoners confined in the City Jail not otherwise cared for by a physician, and to such indigent persons as he/she may be directed to by the Board of Health. He/she shall see that all persons, so far as he/she may have it in his/her power, are properly vaccinated.
