The office of City Administrator is hereby created.

The City Administrator shall be appointed by the Mayor of the City with the advice and approval of a majority of the members of the City Council.

The City Administrator shall be at least twenty-one (21) years of age and a resident of the City while serving as City Administrator. He/she must be a graduate of an accredited university or college, majoring in business, public financial administration, or public relations fields, and/or the equivalent combination of experience and training which provides the required knowledge, skills and abilities. The Administrator shall devote his/her full time to performing the duties of his/her office.

A. 
The City Administrator shall be the Chief Administrative Assistant to the Mayor and he/she shall have general superintending control of the administration and management of the government business, officers and employees of the City, subject to the direction and supervision of the Mayor and City Council. His/her duties shall be as follows:

He/she shall designate himself/herself or some other officer or employee to perform the duties of any office or position in the administrative service under his/her control which is vacant or which lacks administration, due to the absence or disability of the incumbent. Such designation shall be in effect until the incumbent resumes his/her duties or until the City Council and/or Supervising Board acts to fill such office or position, whichever occurs first.

Prepare and present to the City Council an annual report of the City's affairs, including a summary of reports of department heads, and such other reports as the City Council shall require.
3. 
He/she shall, with the assistance of the City Clerk/Finance Director and all department heads, prepare and present an estimate of the financial needs and resources of the City for each ensuing year and shall prepare a program of activities within the financial power of the City, embodying in it a budget document with proper supporting schedules and analyses.
4. 
At all times, all actions of the City Administrator shall be subject to the supervision, control and direction by the Mayor and City Council, and he/she shall account to the Mayor and City Council for any actions taken when requested to do so.
5. 
He/she shall attend substantially all meetings of the City Council and assemble detailed reports pertinent to the agenda with recommendations of various committees concerning the manner to be considered.
6. 
He/she shall, in cooperation with the Finance Director, supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget. In making purchases from which funds have been appropriated, the City Administrator shall be responsible for ensuring compliance with the purchasing policy of the City of Washington, which is on file in the City offices.

A. 
The powers of the City Administrator shall be as follows:
1. 
To assign any employee of the City to any department or branch thereof requiring services.
2. 
To prescribe such rules and regulations as are necessary or expedient for the conduct of administrative agencies subject to his/her authority. Such prescribed rules and regulations shall be submitted to the City Council for approval shall not be in effect until approved by the Council.
3. 
He/she shall have the power, either by himself/herself or by an officer or person designated for the purpose by him/her, to investigate and to examine or inquire into the affairs or operation of any department, division, bureau or office; and when so authorized by the City Council, he/she shall have the power to employ consultants and professional counsel to aid in such investigations, examinations or inquiries.
4. 
He/she shall have the power to advise all boards, committees, agencies, departments or officials of the City concerning matters within their appropriate area of responsibility. It shall be the duty of the City Administrator to recommend such changes, alterations or activities in the conduct of City affairs as he/she shall deem conducive to greater efficiency and economy.
5. 
He/she shall have the power to set aside any action taken by a department head.
6. 
He/she shall have the power to direct any department to perform the work for any other department.
7. 
He/she shall have the power to appear before and address the City Council at any meeting.
B. 
At no time shall the powers or duties of the City Administrator supersede the action of the Mayor and/or City Council.

The City Council may remove the City Administrator at any time by a majority vote of its members. If requested, the Council shall grant him/her a hearing within ten (10) days following notice of removal.

The City Administrator shall receive such compensation as the Council shall fix from time to time by ordinance or resolution.
