The Board of Selectmen is directed by the Charter to act for the preservation of the good order, health, welfare and safety of the Town and its inhabitants.
Except as otherwise limited by statute, Charter or ordinance, the Board of Selectmen shall make such rules and regulations as it deems necessary, governing the use and care of all properties, buildings, apparatus and equipment owned by the Town.
A. 
No such rule or regulation shall become effective or be established or amended until after a public hearing in relation thereto held by a majority of the members of the Board of Selectmen at which parties in interest and citizens shall have an opportunity to be heard. Notice of the time and place of such hearings shall be published in a newspaper having substantial circulation in the Town at least twice at intervals of not less than two days, the first not more than 15 days and the last not less than two days, before such hearing, and a copy of such proposed rule or regulation shall be filed in the office of the Town Clerk for public inspection at least 10 days before such hearing. Such rules and regulations may, from time to time, be amended, changed or repealed by the Board of Selectmen by a majority vote of the Board of Selectmen. All such rules and regulations shall become effective at such time as is fixed by the Board of Selectmen, provided a copy of such rule or regulation is filed in the office of the Town Clerk and a notice of the Board of Selectmen's decision shall have been published in a newspaper having substantial circulation in the Town before such effective date.
B. 
All rules and regulations adopted pursuant to this section shall be in addition to, and not in limitation of, any other provisions of the Connecticut General Statutes and ordinances of the Town concerning the use and regulation of properties, buildings, apparatus and equipment owned by the Town.
