A. 
Establishment. A Parks Board is hereby reestablished.
B. 
Membership.
(1) 
The Parks Board shall consist of five members who shall be residents of the City of Lake Mills.
(2) 
Four of five members shall be appointed by the Council President to staggered, three-year terms, commencing on May 1 in the year of appointment, and such appointments shall be subject to confirmation by the City Council. Of those members first appointed to the reestablished Parks Board on May 1, 2006, the first member appointed shall serve a one-year term; the second and third members appointed shall serve two-year terms; and the fourth member appointed shall serve a three-year term.
(3) 
One member shall be a Council member who shall be elected to a one-year term by the Council, commencing on May 1.
(4) 
The non-Council members shall not receive compensation for their services to the Board. The Council member of the Board shall only receive the compensation provided to members of the City Council.
(5) 
Each member shall take and file the official oath of office, as required in Wis. Stats. § 19.01, prior to entering into the duties of office. The written oaths shall be filed with the City Clerk.

C. 
Organization.
(1) 
The Council President shall by May 1 of each year select the Chairperson from among the members of the Board, subject to confirmation by the Council. The term of Chairperson shall be for one year.
(2) 
The Board shall elect a Vice Chairperson and a Secretary to one-year terms at its May organizational meeting each year.
A. 
Time and place. Regular meetings of the Board shall be held on the third Wednesday at 5:30 p.m. at the Lake Mills Municipal Building, unless there is no business to be conducted.
B. 
Special meetings at a time other than the regular meetings may be called by the Chairperson or by any two other members of the Board. Special meetings shall be held in the Lake Mills Municipal Building.
C. 
Notice and agenda. The Chairperson shall determine the agenda at each regular meeting, and the members calling any special meetings shall communicate the items to be placed on the agenda to the Chairperson. The Chairperson shall be responsible for providing legal notice of any special or regular meeting of the Board. All agenda items shall pertain to business over which the Board has jurisdiction, as defined under § 27-17, and all business shall be listed on the agendas and provided in the legal notices of the meetings.
D. 
All meetings of the Board are subject to the Open Meetings Law in Wis. Stats., Subchapter V of Chapter 19, and all records of the Board are subject to the Open Records Law under Wis. Stats., Subchapter II of Chapter 19.
E. 
Proceedings and records. Rules for the governance of meetings may be adopted by the Board as it deems necessary, provided such rules do not contravene any provision of this article.
F. 
The Secretary shall keep minutes of each meeting and shall file the duly adopted minutes with the City Clerk.

G. 
The Vice Chairperson shall preside at any meeting of the Board at which the Chairperson is absent, and shall preside over any item over which the Chairperson has a conflict of interest.
Generally, the Parks Board shall be an advisory body to the City Council and shall have the following powers and duties:
A. 
Make recommendations to the City Council with respect to the management, control, improvement and care of all public parks located within the corporate limits of the City so as to secure the quiet, orderly and suitable use and enjoyment of the parks. For purposes of this section, City of Lake Mills parks are those public facilities and public lands, bike trails and public lake access areas that have been set aside for recreational purposes, such as but not limited to hiking, picnicking, biking, swimming, fishing, boat launching, team or individual sports, the use of playground areas or skateboarding equipment, and other passive or active recreational activities enjoyed in an outdoor setting within the parks;
B. 
Recommend to the City Council such rules, policies and ordinances that are necessary to promote the efficient management, control, improvement and care of all public parks located within the City;
C. 
Prepare and recommend adoption of a five-year Park Plan and Park Master Plan using the support and expertise of both the Facilities and Grounds Director and the City's Planning Consultant;

D. 
Recommend to the City Council all matters relating to the efficient operation of the park system, and such other matters as may be referred to the Board for its review and recommendation. Such referrals may from time to time be made with either the Facilities and Grounds Director or the City Council; and

E. 
Provide an annual report, either written or oral, to the City Council.
