No person shall stand, sit, loaf or loiter or engage in any sport or exercise on any public street, sidewalk, bridge or public ground within the City in such manner as to prevent or obstruct the free passage of pedestrian or vehicular traffic thereon or to prevent or hinder free ingress to or from any place of business or amusement, church, public hall or meeting place.
Subject to the provisions of § 573-1, bicycles, play vehicles and in-line skates are permitted on all sidewalks except sidewalks adjacent to the following streets: Main Street between Water Street and Madison Street; Lake Street and Main Street on the west side between Lake Street and Madison Street; the south side of East Lake Street between Ford Court and Main Street; West Lake Street between Main Street and a point 260 feet west from the west line of Church Street where Church Street intersects West Lake Street. As used herein, the term "play vehicle" shall mean a coaster, skateboard, roller skates, sled, toboggan, unicycle or toy vehicle of any form upon which a person may ride. "Play vehicle" does not mean strollers or wagons used for transporting children when the children being so transported are under the direct control and supervision of an adult.
No person riding upon any play vehicle, as defined in § 573-2, may attach the play vehicle or himself or herself to any vehicle upon a roadway or go upon any roadway while riding upon any play vehicle, except while crossing a roadway at a crosswalk.
Penalties for violating § 573-2 shall be the penalties set forth in §§ 264-8 and 417-6 of the Municipal Code. Penalties for violating § 573-3 shall be not more than $20 plus costs of prosecution for a first offense, and not more than $50 plus costs of prosecution for second and subsequent offense within one year of the first offense.
