When it appears that damage to windows and weathering of the interiors of dwelling houses and other buildings require the protection of the property by the boarding of the windows and, in some cases, the boarding of the doors, it shall be required that exterior weatherboarding and veneers be utilized, which said materials must be cut to the specific size of the window, shall fit over the window in a good, workmanlike manner and shall be painted or covered with a material that will not weather. The paint should conform aesthetically to the overall color scheme of the house. Wall sheathing and exterior weatherboarding and veneers should be considered.
If any person, corporation or partnership boards the windows or doors in violation of the terms of this chapter, the said person, corporation or partnership shall, on five (5) days' written notice by the township, be apprised by ordinary mail of the violation; and should the condition thereby not be corrected in accordance with the regulations imposed by this chapter, the Construction Official of the Township of Winslow shall thereafter proceed to remove the boarding creating the violation and to replace it with the proper materials which in his judgment would conform to the intent of this chapter. The amount of moneys expended therefore, including labor and material, shall be recorded with the Tax Collector of the Township of Winslow and shall act as a lien upon the said property as fully as a lien for unpaid real property taxes.
