All legislative power of the township shall be exercised by the Township Committee according to law.
The Township Committee shall organize annually on the first day of January or during the first seven days thereafter, at which time it shall elect from among its members a Mayor and a Deputy Mayor. Upon nomination by the Mayor, the Committee shall, by resolution, make assignment of its members to direct and supervise designated areas of municipal responsibility.
There shall be five areas of responsibility assigned to Committee members, which shall include the stated officers, boards, bodies, commissions, functions or by such other division as determined by resolution of the Township Committee:

The Mayor shall be elected annually by and from among the members of the Township Committee at the organization meeting.
B. 
The Mayor shall preside at meetings of the Township Committee and perform such other duties as the Township Committee may prescribe. In the absence of the Mayor or Deputy Mayor, the Committee shall elect from among its members a temporary presiding officer.
C. 
The Mayor shall have the power to make proclamations concerning holidays and events of interest to the township.
He may, from time to time, appoint citizens' committees to inquire into matters that are of public interest, and he shall have such other appointive powers as are conferred by law. He shall have and exercise the ceremonial power of the township and shall exercise every other power usually exercised by Township Mayors and allowed by law.

The Mayor shall serve as liaison with the Municipal Court Judge, the Township Attorney, the Township Engineer and the Township Clerk.
E. 
The Mayor is authorized to make such additional assignments of Committeemen between organization meetings as shall be necessary.
The Deputy Mayor shall serve in the absence of the Mayor and exercise all the powers and duties prescribed for the Mayor and allowed by law.
In addition to those powers conferred by law, the Committeeman assigned to a particular area of responsibility shall exercise general financial and supervisory control over that area and the departments therein and shall be responsible for the proper and efficient operation thereof. When such area includes independent officers, boards, bodies and commissions, he shall serve as a liaison between them and the Township Committee.
A. 
Regular meetings. The Township Committee shall meet regularly on the second and fourth Tuesday of each month at 7:00 p.m., except that it may, by resolution, dispense with or change the date or change the time or place of any given regular meeting. The Township committee may, by resolution, authorize additional regular open meetings, and work sessions, and it may provide that regular business may be conducted at all such open meetings and work sessions. Notice of all meetings shall be provided according to the Open Public Meetings Law.

B. 
Special meetings. A special meeting may be called at any time upon written request of a majority of the members of the Township Committee. The request and call for a special meeting shall specify the purpose of the meeting, and no business shall be transacted at any special meeting other than that specified. The call for a special meeting shall be filed with the clerk and served by him upon each committee member, at least 48 hours prior to the time for which the meeting is scheduled. Upon waiver of notice by all members of the Township Committee, a special meeting may be held without prior notice, notwithstanding the provisions of this subsection, but all requirements of Article IV of this chapter must be satisfied.
All regular and special meetings of the Township Committee shall be open to the public. The rules of procedure to be followed for the conduct of business by the Committee shall be established by resolution. Where not otherwise provided, Robert's Rules of Order, Revised, shall govern, and the Township Attorney shall be parliamentarian ex officio.
A majority of the whole number of members of the Township Committee shall constitute a quorum, and no ordinance shall be adopted by the Township Committee without the affirmative vote of a majority of the quorum of the Committee. If a quorum is not present within one hour after the appointed time for any meeting, those members present may declare the meeting adjourned.
The vote upon every resolution or ordinance shall be taken by roll call, and the yeas and nays and abstentions with reasons stated shall be entered on the minutes. All ordinances shall be introduced, considered, published, reconsidered and enacted in the manner provided by law.
