Parking spaces for handicapped persons are hereby established
as designated at the following:

From a point 35 feet west of the west curbline of Elmo Avenue
at its intersection with Columbia Avenue to a point 66 feet west thereof

Handicap parking spaces shall be marked by signs placed at each
parking space.
The effectiveness of this article is contingent upon the signs
being erected as required by law.
Unless another penalty is expressly provided by New Jersey statute,
every person convicted of a violation of a provision of this article
or any supplement thereto shall be liable to a penalty of not more
than $50 or imprisonment for a term not exceeding 15 days, or both.
