[HISTORY: Adopted by the Township Committee of the Township of West Deptford 2-16-1989 by Ord. No. 89-2. Amendments noted where applicable.]
Pursuant to N.J.S.A. 40A:9-140.1, the position of Chief Financial Officer of the Township of West Deptford is hereby created.
The compensation to be paid for said position shall be established each year by provision therefor in the Salary Ordinance of the Township of West Deptford.[1]

The Chief Financial Officer shall possess such qualifications as are prescribed by N.J.S.A. 40A:9-140.1 et seq., together with any amendments or supplements thereto, and such applicable regulations as shall be promulgated by the Division of Local Government Services.
The Chief Financial Officer shall perform such duties as are required by law and as shall be prescribed by the Mayor and Township Committee of Township of West Deptford.

A. 
Duties in regard to payroll account. The Chief Financial Officer of the Township of West Deptford shall, in addition to any other requirements established by law, perform the following duties in regard to the payroll account:
(1) 
At its organization meeting, the governing body shall approve a bank account to be designated as the "West Deptford Township Payroll Account," and from time to time the Chief Financial Officer, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of the payroll account, charging the appropriate budgetary account therewith.
(2) 
The Chief Financial Officer shall thereafter draw checks on said payroll account to the employees entitled to payment therefrom.
(3) 
At each regular meeting of the governing body, the Chief Financial Officer shall submit for approval or ratification, as the case may be, the necessary payrolls for the amount due or to grow due to the several officers and employees for compensation. The payroll shall be considered by the governing body and approved as to such amount due or to grow due for compensation for officers and employees, with approval if found to be correct.
(4) 
In case of error or adjustment in the payroll, the Chief Financial Officer shall see, and it shall be the duty of such Chief Financial Officer to see, that such error or adjustment is properly corrected and appropriate record made thereof.
(5) 
The Township Chief Financial Officer shall sign, by single signature, all checks issued to effect withdrawal from the account established by this chapter. The bank designated as the depository for said payroll account and all of the funds properly chargeable thereto and the designation of the Township Chief Financial Officer, who shall be authorized to withdraw funds from said account, shall be effected by resolution, a certified copy of which shall be transmitted to the said depository so designated.
B. 
Other duties. The Township Chief Financial Officer shall also perform the following duties:
(1) 
Keep and maintain books and records of all financial transactions of the Township of West Deptford in accordance with the standards of the Division of Local Finance of the Department of Community Affairs of the State of New Jersey.
(2) 
Oversee the preparation of the Township payroll, maintaining all related records.
(3) 
Prepare detailed annual, quarterly and monthly reports on the financial condition of the Township for use by Township officials and state agencies.
(4) 
Work closely with the Township auditors during auditing of Township accounts; prepare and submit annual financial statement to the auditors.
(5) 
Have the safekeeping and custody of all municipal securities, investments and bonds of the Township.
(6) 
Invest and reinvest surplus or idle funds of the municipality.
(7) 
Advise the Township officials with respect to fiscal and budgetary problems; consult and guide department heads concerning budget policies.
(8) 
Be responsible for seeing that all funds received by him are deposited to the proper accounts and within the time allowed by the Division of Local Finance of the Department of Community Affairs.
(9) 
File, in accordance with applicable statutes, monthly, periodical and annual financial statements, which statements shall be in writing and, when necessary, under oath.
(10) 
Supervise financial proceedings for the issuance of bond anticipation notes, municipal bonds and related instruments in accordance with applicable law.
