All multi-unit residential buildings containing five or more dwellings shall be required to install and maintain video surveillance cameras on the premises which shall be in a state of good repair and operating condition on a twenty-four-hour-per-day, seven-day-per-week basis. Said video surveillance cameras shall be positioned in such a manner as to reasonably cover all common areas, staircases and parking lots/parking garages, including ramps and driveways.
The owner/operator of such buildings shall be required to keep and maintain on the premises the videotapes for a period of 90 days.
Any owner/operator who shall fail to provide and maintain video surveillance cameras in accordance with the provisions herein shall, upon conviction, be punished by a fine of not less than $1,000 and no more than $2,000 for each day the owner/operator is found to be in violation of this article.
