1.
This section shall be construed to achieve its expressed intent which
is to substitute the Sewer Department for the Authority with respect
to operation of the system. Without limitation, this section is intended
to:
A.
Direct all applications, payments, notices, etc., to the Sewer Department
instead of to the Authority; and
B.
Authorize and direct the Sewer Department to perform all of those
duties with respect to the operation of the system that would have
been performed by the Authority prior to July 1, 2020, including,
without limitation, maintenance, inspection, remediation, enforcement,
collection of fees or monies, certification, and testing; and
C.
Vest within the Sewer Department, effective as of July 1, 2020, that
power and authority necessary and appropriate for operation of the
system, including, but not limited to, approving or denying applications
or certifications, entering property, conducting inspections, entering
into agreements, working with regulatory agencies, and issuing orders
with respect to the use or operation of the system.
