A. 
Every owner of a multiple residence shall keep in good repair, and cause to be painted at least once every three years, a fire escape installed to comply with § 196-14E of the Code of the Village of Nyack.
B. 
Every property owner shall register their property and every fire safety system service provider shall be registered through Inspection Reports Online (IROL) at www.inspectionreportsonline.com and shall make sure that the following inspection reports are uploaded in the IROL program as may be applicable:

C. 
Multiple dwelling inspections of complexes with 11 units or more shall complete annually the Dwelling Units Self-Inspection Checklist provided by the Fire Inspector (NYSFC, PMC, MRL and local code) and provide all applicable fire safety system reports as indicated in § 140-31B of this Code.
D. 
Every nonresident owner of a multiple residence shall cause a responsible person to be present at the multiple residence to care for the building and grounds. In the event that a nonresident owner is unable to have a responsible person present on the premises of the multiple residence, the owner shall conspicuously post a sign in the hallway with the name, address and phone number of a person who is authorized to care for the building and grounds and who can respond within 30 minutes. Every nonresident owner shall designate a person as an agent for the owner for service of notices and process for all purposes as required pursuant to § 267-4 of the Code of the Village of Nyack, which designation shall be confirmed yearly, in writing, to the Building Inspector as part of the annual certification process under this article.
E. 
All words used in this section shall have the meanings defined by the NYS Multiple Residence Law.
This article shall be enforced by the Village's Building Department.
Any owner who, having obtained a certificate of occupancy, or any equivalent thereof under § 302 of the NYS Multiple Residence Law, causes a violation of said law to occur shall be guilty of a fine not exceeding $500, as provided by § 304 of the NYS Multiple Residence Law; and the continuation or repeat of a violation of, or failure to comply with, any provision of said state statutes shall constitute, for each occurrence that transpires or each day on which the violation continues, a separate and distinct charge thereunder.
