A. 
The Board of Selectmen shall appoint an Affordable Housing Committee (the "Committee") consisting of nine members who shall be electors of the Town of New Canaan. The minority representation requirements of Connecticut General Statutes § 9-167a shall apply. The Committee shall consist of:
(1) 
One member of the Planning and Zoning Commission;
(2) 
One member of the Housing Authority of New Canaan;
(3) 
One member of the Town Council;
(4) 
One member of the Board of Finance; and
(5) 
Five at-large members who shall be Town residents who do not serve on the bodies designated above.
B. 
Members shall be appointed for a term of four years as follows:
(1) 
Three members to serve until July 1, 2025.
(2) 
Three members to serve until July 1, 2026.
(3) 
Three members to serve until July 1, 2027.
On or promptly after the first of December in each year, the Committee shall meet at the call of the First Selectman to elect one of its at-large members to be Chairman and one of its members to be Secretary. The Chairman shall, when present, preside at all meetings of the Committee and shall vote as a member thereof. The Secretary shall file in the office of the Town Clerk a full and detailed record of all proceedings, acts and resolutions of the Committee, as required by the Freedom of Information Act,[1] including the votes of each member on all actions taken, and such record shall be a public record.

A. 
The Committee shall work with the Housing Authority of the Town of New Canaan and other Town bodies to increase the number of affordable housing units in New Canaan and to maintain local control of housing development. To achieve these purposes, the Committee shall recommend a plan to maintain successive moratoria under Subsection (l) of Section 8-30g of Connecticut General Statutes.
B. 
The Affordable Housing Committee shall develop scenarios under which moratoria under Section 8-30g(l) of the Connecticut General Statutes could be achieved and shall measure public support for each scenario. Each scenario shall address the type of projects involved, whether they would utilize Town property or require land acquisition, the projected costs of development and maintenance of each project, the impact on infrastructure, the likely sources of funding and the impact on taxpayers.
The Affordable Housing Committee shall provide information to Town residents on:
A. 
The operation of Section 8-30g of the Connecticut General Statutes;
B. 
Planned or pending applications for Section 8-30g moratoria;
C. 
Planned or pending affordable housing developments; and
D. 
Locations or types of locations for future affordable housing projects.
The Affordable Housing Committee shall identify additional funding sources to supplement the Affordable Housing Trust Fund fee and shall assess whether the structure of that trust fund needs to be updated and whether additional funding mechanisms should be implemented.
The Affordable Housing Committee shall:
A. 
Propose affordable housing plans as required under Section 8-30j of Connecticut General Statutes;
B. 
Provide input on the subject of affordable housing for the Town of New Canaan's Plan of Conservation and Development; and
C. 
Prepare an annual report on the Committee's activities to the Town bodies represented on the Committee.
