A. 
No emission or emanation of offensive or injurious smoke, fumes, gases, dust, odors, glare or vibration shall be perceptible at the boundary of any residence zone abutting the Historic Business Zone, East Business Zone or Limited Business Zone.
B. 
The standards for determining excessive noise are as follows:
(1) 
At no point on any boundary line of any Business Zone and at no point on any property lot line within any Business Zone shall the sound-pressure level radiated continuously from any individual activity or plant exceed the decibel limits in the octave bands designated in Table 1 below. American Sound Level Meters for Measurement of Noise and Other Sounds S1.4-1961, American Standards Association, Inc., New York, New York, and American Standard Specification for an Octave Band Filter Set for the Analysis of Noise and Other Sounds Z 24-10-1953, American Standards Association, Inc., New York, New York, shall be used to measure sound levels. Measurements shall be made using the flat network of the sound-level meter.
(2) 
If the noise is not smooth and continuous, one or more of the corrections of Table 2 below shall be added to or subtracted from each of the decibel levels given in Table 1. If the noises will be incapable of being measured with the sound-level meter and octave band analyzer as herein described, then the noise shall be measured by substituting an impact noise analyzer (General Radio Company, Type 1556-A-1955) for the octave analyzer to determine the peak value of the impact.
(3) 
In cases where there is serious question whether a noise will be a nuisance outside the zone district boundaries or outside the property lot lines containing it, and if the noise is incapable of being measured with an impact noise analyzer, then the noise-producing activity shall not be permitted. If the noise source is already in existence, the noise shall be controlled to eliminate the nuisance.
