No person shall be allowed to place anywhere within the borough limits anything of whatever nature that shall produce offensive odors or that may be annoying or dangerous to the public health, and no person shall be permitted to empty any house drainage or offensive matter in the street or gutters.
No animal or vegetable substance or swill or garbage, nor any offensive material, shall be deposited on or used to fill in or raise the surface level of any ground, lot or street.
The owner of any animal or fowl which may have died or have been killed upon a public street, avenue or other public place shall, within twenty-four (24) hours after said death or killing, remove the carcass of such animal or fowl from such public street, avenue or other public place and dispose of said carcass in a sanitary manner. In the event that the owner is unknown, the removal shall be done by the Department of Public Works.
Spitting upon the floor, steps or other portions of any public building or public conveyance or sidewalk or cars is hereby forbidden and declared to be a nuisance, and any person or persons creating or maintaining such nuisance shall be deemed to have violated this code.
No person shall create, maintain or permit to be created or maintained anything that is dangerous to human health or that renders the ground, water, air or food a hazard or a danger to human health.
No premises shall be rented, let, leased or occupied by tenants unless said premises shall have a plentiful supply of pure water, suitable for domestic purposes, and be equipped with a sink, toilet and bathtub.
Whenever this Board shall have satisfactory evidence that any well, the water of which is used for domestic purposes, has become polluted and rendered unsafe for potable use, notice to discontinue the use of said polluted water shall be sent to the owner or party in charge of said well, and, at the discretion of this Board, the owner or party in charge of said well may be ordered, in writing, to close, fill up or withdraw from the ground said well. Every well which shall be excavated subsequent to the adoption of this code and which shall be intended for domestic purposes shall be at least twenty (20) feet from any property line.
