Except as herein provided, it shall be unlawful for any person to keep, store, transport, have in his possession, sell or discharge any high or low explosives, fuses or electric fuses, blasting caps, fireworks or any other explosive compound.
This section shall not prohibit the use, storage or transportation of firearms or other explosives as follows:
A. 
Nothing contained in this section shall be construed as applying to the transportation of any article or thing shipped in conformity with the regulations prescribed by the Interstate Commerce Commission; nor as applying to the military or naval forces of the United States, nor to the authorized militia of any state or territory.
B. 
The use and possession of firearms and ammunition by persons holding hunting licenses or permits to carry concealed weapons when such arms or ammunition are used or possessed by them in conformity with the law and the conditions of permits; nor shall this section apply to the use of firearms by police.
Permits for the sale, and storage for the sale, of explosives may be granted in the discretion of the Village Board. Application shall be made in writing to the Village Clerk, such application to state the name of the person applying therefor, the premises in which such explosives are to be stored and sold and such other information as the Board may require. Such permit shall apply only to the premises and persons stated and to the class and kind of explosives mentioned therein and shall be subject to such conditions and restrictions as the Board may prescribe. Such premises for which such permit shall be issued shall be subject to an inspection at any time, and the permit shall be subject to revocation after hearing, upon failure of the licensee to comply with the restriction therein contained or any other provision of law. The application shall be accompanied by a fee of $10 to be paid to the Village Clerk, and such permit will expire annually on the 31st day of December. The fee for such permit shall be $10 per annum or any part thereof. Such permit shall not include the storage or sale of fireworks.

Any person violating any provision of this article shall be liable for and forfeit and pay a penalty as provided in § 32-13 of Chapter 32 hereof. Said violation shall constitute and is hereby declared to be disorderly conduct, and any person violating this article or any provisions thereof shall be and hereby is declared a disorderly person as provided in § 32-1 of Chapter 32 hereof.
