A.
The annual license fee for each year or part of a year
for each trailer court with not more than 10 trailer-coach spaces shall be
$100 and shall be increased at the rate of $5 for each additional trailer-coach
space in excess of said 10 spaces, whether said spaces are occupied by trailer
coaches or not. The fee for the transfer from person to person of a trailer
court license shall be $50.
B.
Any trailer park or trailer coach licensee of the Township
of Franklin in addition to the foregoing licensing fees shall pay to the Township
of Franklin the following tax, hereinafter referred to as "licensing tax":

(1)
Trailer park owners shall pay to the Township of Franklin
a site license tax of $16 per month, payable quarterly in the same manner
as real estate taxes, namely, the first quarter shall be payable January 1
and shall become delinquent after February 1; the second quarter shall be
payable April 1 and shall become delinquent after May 1; the third quarter
shall be payable July 1 and shall become delinquent after August 1; and the
fourth quarter shall be payable October 1 and shall become delinquent after
November 1. Such payments shall be made per trailer connection site whether
such site is occupied or not.
(2)
On all individual trailer coaches not within the site
of a trailer park, there shall be payable the same monthly licensing tax of
$16, and the same shall be chargeable against the record owner of the land
upon which such trailer is situate, which license tax may be added to the
real estate taxes billed by the Tax Collector as an item.
(3)
The licensing taxes hereinabove referred to as unpaid
shall become a lien against the realty in the same manner as if said license
tax were a real estate tax.
(4)
In the event of a delinquency in payment of such tax
after the same shall have become due and payable, as aforesaid, the Tax Collector
of the Township of Franklin shall charge the same interest on such unpaid
taxes as he is then charging on delinquent real estate taxes, all as provided
by law.
(5)
In hardship cases or cases of special circumstances, where an individual trailer may be permitted to remain within the Township of Franklin for limited periods of time, such as the granting of temporary permits by the township as provided in Article XIX hereof, the Township Committee may by resolution grant such relief as it may best deem meet and proper.
A.
The permit fee to construct an individual trailer coach,
whether parked on a trailer court or elsewhere within the limits of the Township
of Franklin, shall be $5. Any trailer coach within the Township of Franklin
for a six-day period or less shall not be subject to this license. This requirement
shall also apply to trailer coaches presently located in the Township of Franklin,
in order to determine whether said trailer coaches are in compliance with
the regulations set forth in this chapter.
B.
The fee for the transfer from person to person of a trailer
coach permit or to replace a trailer coach shall be $5.
