GENERAL REFERENCES
Committees of Council — See Ch. 10.
The President shall preside at all meetings of the Council of the Borough of Wilson, following the order of business hereinafter provided and adhering in the conduct of the business of Council in meeting assembled to recognized parliamentary procedure.
In the absence of the President, his place shall be filled by a President Pro Tempore.
Immediately after calling the Council to order, the President shall direct the Secretary or Clerk to read the minutes of the last preceding meeting, and it appearing that there are no corrections to be made, the minutes shall be declared by the President approved as read.
Every member of the Council, when speaking, shall respectfully address the President, and when called to order by him or any member of the Council, shall take his seat until such point of order shall be decided.
Special meetings of the Council may be called by the President or by a majority of the Council upon five hours' notice in writing. When called by the President, he may direct the High Constable to deliver written notices of such meetings, which shall set forth the object and purpose thereof.
The ayes and nays may be demanded by any member or ordered by the President upon any vote, in which case the names of the members shall be called alphabetically and entered upon the minutes accordingly. Any member may be excused from voting upon any question in which it appears that he is personally interested, but unless so excused, all members shall be required to vote. When a motion shall have been duly made and seconded, it shall be reduced to writing by the Secretary and read by him before its adoption if desired by any member of Council.
No member shall leave his seat in the Council chamber without the consent of the President.
Every vote of the Council shall be entered upon the minutes; a brief synopsis of each petition, memorial or communication to the Council shall be inserted in the minutes; and the names of members making and seconding resolutions shall also be inserted in the minutes.

In all cases of election of officers, a majority of the members of the Council present shall be necessary to a choice, and all such elections shall be by oral vote.
The majority of the members of Council shall constitute a quorum, but a lesser number shall have the power to adjourn the meeting from day to day until a majority shall attend.

No rule herein provided for shall be suspended unless it be with the consent of 2/3 of the members present.

Every vote of the Council shall be entered upon the minutes thereof; a brief synopsis of the contents of each petition, memorial and communication presented to the Council shall be inserted in the minutes and also the names of any members making or seconding any resolutions.

When a question has been voted and decided upon, it shall be in order for any member or majority, or, when the Council has been equally divided, for any two members of the Council, to move for the reconsideration of the question. Such motion shall not be in order unless moved at the same or the next regular meeting.

Every member shall serve on the committee to which he is appointed unless excused by Council, but no member shall be discharged or supplanted on any committee except by the direction or consent of Council.
The reports of all committees shall be in writing.

The regular meetings of the Council of the Borough of Wilson shall be held on the second and fourth Mondays of each and every month at 7:00 p.m. at the Guy B. Tomaino Municipal Building, 2040 Hay Terrace, Wilson Borough, Pennsylvania.
