As used in this article, the following terms shall have the meanings indicated:
HANDICAPPED PERSON
Includes any person who has lost the use of one or more limbs as a consequence of paralysis, amputation or other permanent disability or who is permanently disabled as to be unable to ambulate without the aid of an assisting device or whose mobility is otherwise limited as certified by a physician with a plenary license to practice medicine and surgery in this state or a bordering state.
Any resident of the Town of Belvidere who is a handicapped person, as defined herein, and who has obtained from the New Jersey Division of Motor Vehicles a handicapped person identification card and vehicle placard or license plates bearing the national wheelchair symbol may apply to the Town Clerk of the Town of Belvidere, on forms provided by the Town Clerk, for a restricted parking space in front of his or her residence. The applicant shall present to the Town Clerk for review an original or clear copy of his or her current driver's license and the current handicapped person identification card. Presentation of the handicapped vehicle placard is optional. No application shall be accepted without presentation of the required documents. The fee for such application shall be $10.
All applicants who comply with the provisions of § 485-65 shall have their application considered by the Town Council at a public meeting held within a reasonable time of the filing of the application aforesaid. The Town Clerk shall provide to the Town Council clear copies of the application, driver's license, identification card and/or placard prior to said meeting. The Town Council may, by resolution, approve the application, provided that such parking space is not otherwise prohibited and the permitting thereof would not unduly interfere with the normal flow of traffic.
